Random red dots on screen

I'm kinda confused. I have an rtx 2080 super with an intel I5-10600k and 650w psu running on a 60 inch 4k tv and as long as I'm running at 1080p everything is fine but if I change to a 2k or 4k resolution then the screen will flash and I will have a lot of red pixels. I didn't know if the card isn't powerful enough to run at a higher resolution or maybe my power supply is to small. I'm just not sure. I've changed cables and it does the same thing

How is it with 4k content that isn't come from the computer?  Put a test video (4k) onto a thumb drive and play it directly off that by plugging it into the back of the TV.

Seems like artifacts. Early 2xxx series had memory issues, which lead to later models having huge underclocks of the memory. Do you know what version of 2080 Super that you have?
