Problems with internet.

Hello everyone. I really didn't know where to ask about this so I figured I would try here. Recently my internet will fall out if I skip ahead in a youtube video, or if I download something from steam. So it seems whenever I use a lot of bandwith my internet will just fall out. I still have the connected to internet icon on my taskbar and it only lasts for like 10 seconds. This has never happened before, I have never noticed anything different while downloading games on steam before. I have tried restaring my router and calling my ISP to restart everything and that didn't solve anything.

Ethernet or wifi?
