It depends on the price

I am planing on using the camera to stream myself painting on a canvas Bob Ross style

It would be around 200$ if you wanted a 1080p at 60 fps.

or

anywhere from 40$ to 80$ for 1080p at 30 fps depending on the brand.

The Logitech C920 that Slottr recommended would be about 70$ and would be a good camera to stream with as long as you aren't worried about frame rate.

Personally I am saving up to try and get a Logitech StreamCam for that sweet 60fps. I haven't really looked around a lot tho so I am sure there is a better deal for 60 fps.

Logitech BRIO is a 4k at 30fps for around 200$. I don't know of any webcams that offer 4k at 60 fps. I know a lot of people use normal cameras for streaming but that is beyond my knowledge base right now. I haven't looked for anything past 1080p because my reason for needing a webcam is have my face in one of the corner while I play games and not to use it for a full screen shot like you are planning.

If you already have a camera you should see if it works with your PC and that might be better for you than a webcam.

Im looking for a webcam with high definition quality

Could anyone suggest me something?

Thanks

I am using a Canon 100D connect over USB with Canon Camera Connect. Killer Comb But you can do that with the most of the newer DSLRs DSLMs
