PC not booting

Hello, since a few days my pc wont booting right. 

I then reseatet ram and cleared my cmos and got it to boot again all fine same with gaming. 

Now it just won't boot at all and I don't know what's wrong since I have no bios speaker. 

Can't even get into the bios anymore, I added a picture to where my pc goes and gets stuck there. 

I don't know if the information is helpful but my keyboard and mouse light up. 

 

I hope someone knows the issue.

Ryzen 1700x @ 3.9 Ghz

32gb (4sticks 8gb) 3000mhz Corsair vengeance @ 2866 mhz

I have a feeling that I fried the memory controller of the cpu with pushing my ram so much could that be the conclusion?

1700x cant really run 4x8gb stick over 2666mhz.

Tier lists for building a PC.

 

Motherboard tier list. Tier A for overclocking 5950x. Tier B for overclocking 5900x, Tier C for overclocking 5800X. Tier D for overclocking 5600X. Tier F for 4/6 core Cpus at stock. Tier E avoid.

(Also case airflow matter or if you are using Downcraft air cooler)

Gpu tier list. Rtx 3000 and RX 6000 not included since not so many reviews. Tier S for Water cooling. Tier A and B for overcloking. Tier C stock and Tier D avoid.

( You can overclock Tier C just fine, but it can get very loud, that is why it is not recommended for overclocking, same with tier D)

Psu tier List. Tier A for Rtx 3000, Vega and RX 6000. Tier B For anything else. Tier C cheap/IGPU. Tier D and E avoid.

(RTX 3000/ RX 6000 Might run just fine with higher wattage tier B unit, Rtx 3070 runs fine with tier B units)

Well it ran on 2866 for about 2 years now but only about 8 months or so with 4 sticks 

 

The img is just a black screen with an underscore which isn't blinking its a solid underscore

Cleared the cmos and waited what got me to boot some times but now that also won't do it anymore

So you think it may be the ram? I had it at 1.35 V 

Or could it be the Mainboard as well? 

I ran the oc of the cpu with an undervolt offset of - 0,125 or 0,0125 V not quite sure
