Horizon Zero Dawn not utilizing GPU

The game was suddenly only running at like 2fps and when I was looking at the GPU load it was at like 2%. So it seemed as if the game doesn't use the GPU at all.

 

When alt-tabbing out and back in the game runs normally for a short time and then goes back to no GPU load.

 

It started suddenly and was running fine before.

 

I have a RTX3090 and already tried a clean reinstall of the drivers and the game.

Anyone have an idea what might cause this?
