files not completely downloading

hi i am currently having a issue where when i start to download something it does around 25% then it finishes and says that the file is empty. i am using Google chrome and i am have also tried using win explorer and that dose not work ether. it is not to do with my internet because it works with my laptop and i have tried using a wireless card and using Ethernet cable but i have the same problem with both. 

 

please help me

Try downloading a different file....from somewhere else...

try redirecting the downloads to somewhere else like c:\bullshit or something

Try downloading MalwareBytes on another machine then putting it on a USB drive and running it on that machine. This sounds very fishy to me.
