USB Controller "Not enough resources" error

I have a lot of USB devices plugged into my desktop computer, and on occasion, even though not every port is full, my devices won't connect upon booting, and I get this error message that says that the USB controller doesn't have enough resources. I've done some looking around and found that there might be an issue with the number of endpoints my controller supports, which I understand. My question is, if I were to get a USB PCI-e add in card, would that have a separate controller that might help mitigate this issue, or is this something that I would have to look for a different motherboard for?
