Not a complete noob here, have built several pcs. Recently upgraded from a 3600xt to the 5600x. Updated Bios to F31 before installing 5600x, nothing. Q-flashed bios f30 with bare mobo, nothing. Re-flashed F31 back on...  
PC Starts up and runs all the fans at what seems like max speed, but nothing else. No post.

 

Re-installed the 3600xt, and now I'm here typing this post. I'm at a loss here.

Did you verify that the bios update applied properly with cpu-z? If new ram double check that its seated properly. Maybe try clearing cmos.

I would first try slow memory.....

I had a similar issue with a 5900x and 3200Mhz native memory. Could not get it to boot.

 

Got some slow generic memory it booted.

Had to boot with one slow stick one fast stick. It would recognise both sticks.

Then remove the slow stick and then it would boot with the fast sticks.

 

I seriously have no clue why because as far as I know every time you change the memory configuration all the settings should get reset. 

Does the mobo have leds or beep error codes?

In my case the leds clearly indicated a memory error when trying to boot.

cpuz seems to show it, ram is good. Have not tried clearing cmos yet.

I'll see if I have any other sticks laying around.

Try clearing cmos and loading optimized defaults. Or just turn off your xmp
