WOWLAN HELP!!

So ive got a wifi card that supports wowlan and its on in the settings. (TX3000E) My motherboard (gigabyte b550 m h) also supports it and i turned on Wake on Lan in the motherboard settings and i turned off fast boot. 

For some reason i cant get it to boot when i try the wake on lan app on my phone. ive tested it with wire shark and the computer seems to get the packets. the computer wont wake from sleep or shutdown. I really need help with this

because theres like no guides out there and the ones that are out there are old and usually for LAN instead or WOWLAN 
is there settings i need to turn on? i really need help with this

PS. ive turned on the settings in the card too.
