unstable Cpu temps

Cooler : coolermaster masterliquid lite 240

GPU : Nividia Geforce RTX 3070 Gigaybyte

Ram : Corsair 32 GB DDR4-3200

Motherboard : Asus PRIME Z270-P

PSU : 850 Watt

Windows 10 64 bit

Is that graph at the bottom when the CPU is under load? if so your absolutely fine and that was probably a spike, if not make sure the screws aren't lose, the plastic film on the cooler is off, the CPU was cleaned of the previous thermal, and you reapplied thermal paste.

This is pretty normal. The temperature sensor is part of the CPU, and does not break like this. If you want better temps, then set a more aggressive fan curve.

isn't like 78 degrees way to hot for a cpu for just idling and 90 degrees for gaming

That 78°C was a spike, presumably windows doing something in the background. Your actual idle temps are ~ 47°C which is fine. The TIM is particularly bad in this chips, which leads to difficulty in getting low temps. 90°C is perfectly fine for stock operation.
