Bad Preformance, Low Usage

Hey guys, I have recently upgraded my GPU to a 1660 super from a rx 580. When upgrading I ran DDU, installed new drivers, and launched a game. When I got into rust I was getting worse performance than my old rx 580, at first I thought this could be a bottleneck but looking at usage my cpu was around 30-40 while the gpu was around 20-30, temps on gpu never passed 50 and the cpu never passed 50 either, any ideas?

MSI A320M-A

Gtx 1660S

16gb 3000mhz ddr4

750w thermaltake bronze

 250gb samsung ssd

1tb seagate hdd

 

(by the way by worse preformance I am talking 40-50fps on lowest settings 720p, I have friends that have the same setup that get 130-140 on 1080 medium)
