Ram: 2x8 hyperx predator 3000mhz  (its locked on 2400mhz because of the cpu)
i have 256gb ssd i dont remember the brand/model and 1tb hard disk
i would like you guys to help me if possible.
i mention that the problem is only in CS-GO and i play on these settings:

Brightness: 120
Color Mode: computer mode
Laptop power savings: disabled
Global shadow quality: low
Model / Texture Detail: low
Texture streaming: disabled
Effect Detail: low
Shader Detail: very high
Boost Player Contrast: on
Multicore Rendering: on
Multisampling Anti-Aliasing Mode 2x
FXAA Anti-Aliasing: disabled
Texture Filtering Mode:disabled
Wait for Vertical Sync:Disabled
Motion Blur:disabled

Most likely

If you're in game, I wouldn't be surprised if your cpu usage was borderline 100%

If you had a MUCH weaker graphics card, then going to a GTX 1650 Super would definitely give you performance boost in more GPU intensive games like Minecraft and Fortnite.

CS:GO is an older game, and depends more on the CPU, and less on the GPU.

With an i5-7400 clocked at 3.0 GHz Base, and up to 3.5 GHz Boost, that will hold you back.

One of my buddies actually has a i5-7400 in his PC paired with an AMD RX-580 (Comparable to a GTX 1650 Super / GTX 1660).

Even he noticed some CPU bottleneck in games like OverWatch.

yea bottleneck is a factor here but i heard its like 6% in 1080p games and im using 1280:960 res
before this card i had rx 560 which was decent for this game but i wanted to upgrade and i dont see a big difference between them in csgo but in other games yes!

At 1280x960 that puts even less on the GPU, and the CPU is even more so the main factor.

Ahh...yes, even a RX-460 / RX-560 is plenty for CS:GO, that's why.

Anyways, monitor your CPU's per-core usage.

I don't remember if CS:GO uses 4+ cores, I think the game engine is limited to about 2?

If you see say... 2 cores pegged at 100%, and GPU is hovering at around 40% ~ 60%, then it's a clear indication, there is a CPU bottleneck.
