Help my pc will not boot

What are the specs? Do you have an APU (integrated graphics card)? Because I cannot see any graphics card. Also - the CPU/APU cooler seems to be mounted incorrectly. Does the speaker give any beeps at all? Do you even have a "case speaker"? Did you connect both 24-pin connector and 8-pin CPU connector?
If possible check / change the motherboard battery. Mine was "dead" out of the box, and mine MOBO didn't turn on correctly

As far as I know this is Be quiet! pure rock slim, but a different version that I personally know. With 3x heat pipes instead of 4x.
The fan should be on the right side of the cooler, pushing the air towards the back of the case. There is a fan which will help push the hot air out of the case. If you have a fan on the top (I really cannot see if there is one or not) then this orientation is acceptable.
