Not enough USB controller resources Windows 10 Error, help needed!

So I bought a Logitech Streamcam Plus webcam and then abruptly realized it was USB-C. My PC doesnt have USB C so I got a PCIe X4 add in card (does not have a SATA port to hook up external power to) with one type C port and one USB-A 3.1 port. I plug the Webcam into the Type C port on the card and it comes up with an error saying "Not enough USB controller resources" I tried xHCI handoff on disabled and enabled and neither fixed the issue. I aslo tried uninstalling the device through device manager and reinstalling the latest drivers and nothing has worked. Any help would be greatly appreciated!
