what are the advantages of x570 over b550?

Some professionals may need even more power and extensibility than what the B550 platform can offer. For such professionals, MSI’s X570 motherboards are the ideal choice. If any of the following apply to you, the X570 platform is a better choice:

You use more than 4 USB 3.1 devices

You use more than 6 SATA devices

You use more than 3 Gen 4 M.2 SSDs

and should i go for 16cl because i dont need to render long videos?

it's not about the length, but about resolution. if the video is 4k or more, you need 32gb.

the difference between c16 and c18 is small. far more important is having 4 ranks, 2 ranks per channel, which you won't have with 2x8 gb, only with 4x8gb or 2x16gb.

Budget (including currency): 2750 USD (because taxes and prices are huge in my country)

Country: India

Games, programs or workloads that it will be used for: Medium to high video editing , Heavy gaming and light streaming

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

CPU - 5900x

GPU 3080 ti(when launched) / 3080

ram 2x8gb 3600 cl16 / 4x8gb 3600 cl18 (which is better?)

storage - 1x 860 evo m.2 500 gb , 1 x 850 sata ssd 250gb , 1 x 140gb ext hdd ,  1 x 500gb ext hdd ,  1x seagate barracuda 7200 2tb

mobo - msi MPG x570 Gaming plus

cpu cooler - deepcool 360 v2

case - lian li dynamic PC 011 DX

PSU - cooler master 850 mwe gold

the prices in my country are

5900x - 875$

3080 - 1300$ (yes they are not from scalpers they are websites selling at this price)

ram - 191$ / 201$

storage - 180$ (im using my old drives and a new ssd and hdd)

psu - 150$

mobo - 250$

cpu cooler - 180$

fans - 50$

i will wait for the 3000 series prices to drop and should i get 16 gb cl16 ram or 32 gb cl18 ram , and should i try to get international shipping because these prices are crazily high

The memory choice should come down to what you need. The performance differences are marginal for the most part. More memory is generally better, especially for video editing.

Instead of a SATA m.2 drive, why not get an NVMe model.

80+ ratings certify electrical efficiency. Not quality.

Yes, get the ssd.

No, the b550 is not better. It has it's advantages, and b550 also has it's advantages. In this case, the x570 gaming plus has bad vrms that will overheat and throttle a 5900x, while the b550 version will work fine
