And how can i test a power supply without installing on a mobo ... I am scared because i bought a new mobo and the same incident happen again ... It might be fried next time

If the housing is shocking you, it is defective and you should unplug from the wall and let it sit and let the power drain out without touching.

 

I have no idea what brand that PSU is, but there is a sticky in this subforum with reputable power supplies by brand and wattage; id refer to that before buying a new one.
