Update, I went ahead and gotten an NVIDIA 710 2G (because I found a new one on sale for around $50, which is about 20% off the normal price in Egypt), removed the old ATI one and replaced it with the 710 and it did work and now it outputs 1920x1080 to the PC. I realize it took me a while, but I've finally gotten around to it. Thanks to everyone who helped in the comments.
