Is this backlight bleeding?

Hello, i want to buy a new screen from someone and the guy sent me this photo. Is it bad and why is the screen blue?

Because when windows boots, its a blue screen first, or they just wanted to display a blue photo. Its hard to tell if this is backlight bleeding because the photo quality isnt that great. It could just be IPS Glow. Blacklight bleed test should really be done on a black screen.
