Games, programs or workloads that it will be used for: Primarily a livingroom gaming setup connected to a 4k tv.

Please excuse my lack of knowledge of current hardware, been out of the game a couple years.

My current rig is quite old: 6-core FX CPU, some crappy gigabyte board, Cooler master 212 Cooler, GTX 770, 8gb ddr3, corsair 500 watt PSU, a mismatch of hard drives and a 128gb ssd. 

I plan to upgrade in steps. The GPU is good enough to last another few months or atleast until 3000 series GPUs aren't going for double+ MSRP.

First step in the upgrade that I want to do is: New CPU (I was thinking ryzen), New motherboard, 16gb of ram, a 500gb m.2 drive, and an upgrade to a noctua cooler.

I seek to get the best performance per dollar. I don't car about RGB or any flashy features. 

Side note: I understand there is a shortage currently and prices have been fluctuating, I am fine waiting for prices to settle a bit and inventory to return so please base prices off MSRP not whatever resellers are trying to get.

The best brand-new Ryzen CPU for gaming is the 5600X. I paired it with an MSI MAG B550 TOMAHAWK motherboard, which has good VRMs and great features, including BIOS flashback without a CPU installed (if you get an older unit, you might need to update the BIOS to use a Ryzen 5000 series CPU). For the RAM, 3600MHz CL16 is typically considered the sweet-spot on Ryzen right now, so I chose up a great value kit from G.Skill. Finally for storage, Samsung's M.2 drives are some of the fastest on the market right now, and their recent sales have actually made them decently affordable.
