I have been plying modern warfare/warzone on PC for 6 months or so. Lately I have been having issue with frames skipping/stuttering and occasionally I will skip frames or fast forward mid game.  I have latest drivers for Settings are all low or very low. I have made sure no apps are running in the background. Have tried every article of help I can find with no luck. Do I need to just upgrade my system? I know it’s not the top of line out there but I haven’t had too many issues since I built the PC. 
 

forgive any poor terminology or lack of information. First PC
 

current built:

MSI X99A SLI Plus

i7-5820k

GTX 960

First try an older driver. The new one is buggy in games and you won't need it unless you have an RTX card.

If you're able, try having task manager open and see what sticks at a sustained 100% because that's likely the bottleneck. I have a feeling you might want to look into updating your graphics if Applefreak's advice isn't able to help you. I'm running and RX 590, and my occasional stutters and movement like that are normally due to wifi issues so it might be that too.

Yeah my gpu stays 99-100% at all times.
