5800x CPU: Normal load but high clock speed?

Hey so i just got done building my system with the new Ryzen 5800x on the Asus X570 Strix motherboard and i found that on HWMonitor my clock speeds are maxed out at 4800mhz yet the CPU load is normal (3-5%)

 

I've got the newest bios and chipset drivers, no OC right now, checked the power plan settings and its on balances so Minimum State is 5% (max 100%).

 

Any ideas as to why this could be happening and how i could go about fixing it or is this completely normal?
