Can I have a PC running both windows and Linux on 2 different screens like Linus did with the couple's pc but I'm running two different os

You can’t at the same time with one PC but you can dualboot or have linux on another PC running synergy

Yes, using a hypervisor. You would need to build a system capable of running both at the same time. So if you need a 6 core cpu for each system, then you need a 12 core, if you need a Graphics card for each system, then you need 2 Graphics cards, 16gb of ram then you need 32gb, and etc...

Its usually simpler to just setup 2 individual systems.

but the best thing would be to use two computers, and if you want file transfers among them, do it through the LAN

Hypervisor can be intimidating, the simplest way is to have a virtual machine (VMware / virtualbox).

Run it on top of windows with linux as slave.

Have it on the second monitor and add mouse and keyboard.

It's possible but :

  • requires expensive hardware so it is cheaper to just buy 2 PC's
  • runs slower than an actual PC due to virtualisation software also taking up resources

You can run MS with 1 or more Linux (Ubuntu, Kali, Fedora, Debian..) on the same PC.  One click will start/stop Linux in few seconds. Installation takes less than 15 minutes with few clicks and free.  Google or Youtube for WSL (Windows Subsystem for Linux on Windows 10) for more information.
