PC General/Gaming Loads extremely slow..

(Newbie here, so don't be an jerk pls)

 

For the last 4 days my gaming/productivity rig has been acting sluggish during very light and heavy gaming/web browsing loads.

Specs of my rig:

- i9 9900k (never OC, dont know how to)

- GTX 2080 (never OC, dont know how to)

- 16 GB Gskill RAM (3600-Mhz)

- Asus Z390E motherboard

- 750W power supply

- 1 Tb NVMe drive * 2

- Windows 10 20h2 (issue also happens on 1909 with all current updates to build version)

 

After troubleshooting (reinstalling all drivers, updating/reinstalling windows, rebuilding the pc from scratch, etc.), I'm still having issues with it and I'm running out of options for what to do :( 

 

I think I've narrowed it down to it being my CPU, for whatever odd reason it boots up with its base clock speed at <3.60GHz but then around (8-10)mins in, drops all the way down 0.79GHz. (this happens in both gaming and general use and does not appear to change)

I dont know if I'm reading these charts right but everything appears to be fine with temps and the like with the except of the actual clock speeds on each core and maybe voltage?..

TL;DR: CPU may be causing issues all around with general use of the build and I'm unsure of how I can fix this. PLS HELP ME :'(

BIOS recently updated but no luck 4 mins in and still the same issue :((

So your CPU stays at 800MHz no matter what? Try using Cinebench and observe your CPU and give us the results please. Also what brand of PSU do you have? Is it a new one? Your temperatures seems fine at idle, but what CPU cooler are you using?
