Random FPS Spikes

So i've recently got a new custom pc with specs are as follows:

So i've been playing the new black ops cold war and randomly when I die and respawn my fps drops massively and causes me to stutter for a second or two. 

This also randomly happens in warzone randomly and its really annoying

Any help is greatly appreciated!
