I'm having some terrible FPS issues with my new build. Out of the 4 games I've tried playing (Fortnite, COD: CW, COD: MW, Destiny 2), Fortnite is by far the worst, with FPS problems occurring no matter what settings I use. The other 3 run decent at 144 FPS 1080p with medium-high settings and RTX disabled (Cold War completely crashes if I have RTX enabled) with FPS drops still occurring but usually nothing lower than the 90-120 range. The temps on my CPU and GPU are fine, never exceeding higher than 50-70 C, and the clock speeds are also normal as far as I'm aware. They do jump around some, but I think that's supposed to happen. GPU utilization looks good, making its way up to 85-99% on Destiny 2. Same with CPU as far as I know. Which isn't much if anything at all, by the way. 

 

My build:

  • OS: Windows 10 Home 64-bit
  • MB: MSI B450 Tomahawk Max (BIOS Version: 7C02v39)
  • GPU: MSI RTX 2080 Super Gaming X Trio
  • CPU: AMD Ryzen 3900x
  • RAM: G.Skill 16GB (2 x 8GB) Ripjaws V Series DDR4 3200MHz
  • PSU: EVGA Super Nova 80 Plus Gold 750W Fully Modular
  • Storage: Samsung 970 EVO 2TB m.2 NVMe SSD, Samsung 860 EVO 1TB SATA SSD, 120GB Corsair Force GT SSD
  • Case: Phanteks Eclipse P360x
  • Monitors: BenQ XL2720Z 144Hz, BenQ RL2455 60Hz (Both older, from around 2013)

 

Things I've tried:

  • Reinstalled Windows
  • Reinstalled drivers
  • Reseated CPU/GPU/RAM
  • Upgraded from stock CPU heatsink to NZXT Kraken z63
  • Upgraded PSU from Corsair CX 80 plus bronze 650W to EVGA 80 plus gold 750W
  • New Display Port cable
  • Enabled A-XMP for my RAM, and ensured they are installed in correct slots
  • Switched around some NVIDIA settings, following this video
  • Disabled my 2nd monitor

At this point, I'm almost positive it has to be a hardware issue. I have noticed some coil whine on my GPU at times which I don't think was there before, though I did read online that a lot of people have this. When I minimize the game and reopen it, it sometimes starts off at a very low FPS (10 or below) for a few seconds before going back to "normal" performance. Also, one of the USB 3.0 connectors on my case has not been working since installation either. I'm not sure if this could be related or is an entirely separate issue.

 

I attached screenshots of GPU-Z info while playing Cold War (top) and Fortnite (bottom) and the error message I get on Cold War with RTX enabled.

Any help is appreciated, sorry if this is missing some some necessary info. Please let me know if there's anything else, I tried to be as detailed as I could.

Are all these components brand new as in you just built the computer or did you just replace a few parts?

Well I've kind of been playing for a few months with this performance, since it wasn't nearly as bad on my main games (MW, OSRS, D2) as it is on Fortnite. But everything that I built it with was brand new except the mobo and RAM, and those were less than 6 months old. I had some kind of issue with my last build that caused my RX 570 GPU to completely give out while playing Destiny 2. Could this have maybe caused some damage to my motherboard?

Yeah I mean with it being a part that was attached to your GPU at the time it would be worth removing your GPU and checking the slot and make sure there is not visible damage. If you don't see anything doesn't mean that there isn't something there. Another thing that worries me is that you said that you noticed a whining noise coming from your GPU if possible are you able to see if you can perform an RMA to have it replaced or checked citing the whine.

Definitely no visible damage, and yeah, I don't think the coil whine was there before. If it was, it definitely wasn't this noticeable. Someone else said it's unlikely that my last GPU failing caused any damage to my mobo, so idk. I read from this  post that their motherboard ended up being what was causing the coil whine. I'm leaning toward either that or my GPU, I just don't know how to figure out what it is for sure. MSI has a 3 year warranty period so I think I would be able to get a replacement for these if I had to.

The worst thing to do would be not trying to get a replacement if the option is there for sure.

Yeah I for sure want to try to get a replacement if one of my parts are faulty. Problem is I'm not sure how to figure out what exactly is causing it. Fortnite gives the worst FPS drops, and that is supposed to be a CPU-intensive game, so this makes me think with my limited knowledge that it is a CPU problem. I'm not sure though, with RTX giving me such problems it makes me think it's the GPU. I'm no longer getting crashes when enabling RTX on Cold War, just terrible performance at 60-70 FPS. Someone from another forum told me about DDU. I tried using that to uninstall and reinstall my drivers, and it does seem like the performance isn't as bad on FN, though it is still dropping to 30 frames at times. I have a spare motherboard (MSI B450M Gaming Plus) that I've just installed to see if my motherboard is causing it, that fixed my 1 USB 3.0 port that wasn't working, but I'm still getting the FPS drops. 

 

I don't know if I could have damaged my GPU by not giving it enough power or something with my last PSU or if there was something up with the motherboard. The FPS is SO much worse on Fortnite (constant 30-40) with RTX enabled and my CPU clock speeds barely get to half of what they do with RTX off (I guess because there's not as much to process?). On Cold War with RTX enabled, performance is worse, though not nearly as bad as FN. I'm going to attach some more screenshots of my CPU clocks while idle, FN (RTX off), FN (RTX on) and the same on Cold War if that helps any. Note: If you hover mouse over the image it will tell you which is which in bottom left hand corner.

I'm sorry for writing a book guys... I might have to repost this a bit more summarized. Just wanted to give as much info as I could.

 

I just ran a userbenchmark, and the results make no sense. My PC is running above average apparently: https://www.userbenchmark.com/UserRun/37036209

 

Could my monitor be causing this? Maybe I damaged the DP port or something...
