So I originally installed windows 10, and it was working mostly alright, but then I realized I installed it to my hard drive instead of SSD. So I tried booting off my usb with the install again and did everything as normal, except when it got to the part where the PC has to restart. After it restarts, instead of continuing the installation, it goes back to the beginning of the setup (image attached). Anyone have ideas?

You could just take the USB out

For future reference, it's always best to install windows with a single drive installed. Not just to avoid accidentally installing on the wrong drive like this, but because windows has a nasty habit of occasionally installing boot sectors on other drives, so you'd have your computer set up for a year or two, decide you want to upgrade your hard drive, and boom your PC won't boot.

A mild inconvenience though, and you can check if your PC boots with only the SSD installed to see whether or not this happened

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B
