Spinning Dots stuck during Boot

While booting, the spinning dots get stuck. This problem began after the laptop was updated. Pls. help

I can get into Safe Mode. I don't know what to do tho. One guy said to Uninstall Display Driver and it didn't work. I tried to uninstall Feature Update. Didn't work. Tried to Restore Point, but didn't work. I have some school projects to finish and this problem is eating my time. https://www.tenor.co/x5iw.gif
