Inconsistent BIOS boot?

I'm testing my components before putting everything together in a case. It seems like my system would boot to bios at times and would not at other times. I have not been able to get back-to-back success boot. My motherboard DRAM debug LED is on, but when it does boot it shows all memory is there. Also when XMP is enabled, it would never boot to bios and I would need to reset CMOS.

 

All are new components:

CPU: 5600x

Mobo: B550 Tomahawk

RAM: Gskill tridentz neo 16GB

PSU: Corsair RM 750

GPU: 3080 EVGA FTW3

SSD: WD SN550

 

Any suggestion as to what may be the cause? I will try to update bios through MSI bios flash. I have not try installing windows or anything yet because I wanted to confirm that the mobo/ram/cpu is working properly.
