How to create fake input from controller?

My controller is some ebay x360 knock off with xinput compatibility. I use it always in xinput mode, which is enabled by holding a "button 13" for 5 seconds, which im bored of doing every time i plug in the 2.4GHZ USB. Between the 2 modes, PC recognizes it like 2 devices, so if I could make the 1st device falsely input "button 13" until the USB reciever is informed that the mode had been changed. If anyone knows something about making this possible, please help, Thanks
