The main issue is tons of FPS drops and the render scale dropping constantly in Doom Eternal. My build consists of a RX 570 4GB (Factory OC), stock Ryzen 3 2200G, 16GB of Corsair Vengeance OC'd @ 3000Mhz, with a Asus PRIME B450-Plus. I monitored the usage of each of the parts with Riva and the in-game performance metrics and all I can see is the Graphics Cards constantly at 100%, while the CPU is mostly around 70% but never 100. I assumed this was a Graphics Card bottleneck, but I saw many other people on Youtube with the exact same card, getting well above 60FPS in the exact areas I'm having issues with. I'd check their specs and the only difference would be the CPU, which would either be a Ryzen 5 2600 or 3600 or an i3-9100F. Right now, all I can think is that the CPU is the issue, but if it's not even at 100% usage then how's that causing the issue?

One thing to keep in mind... In games that focus on GPU performance over CPU, the GPU will always hit 100% unless it's a very very light game. what you want to pay attention too, as Coolmaster said, is your VRAM usage. 4gb of VRAM isn't really enough for newer games these days.

Under default settings it was only at 3600-ish mbs of VRAM usage and I was still getting drops. I even tried the game with it using a total of around 2GB of VRAM total and still was running into issues. Not as much as higher settings, but still much more than the card should be getting normally. I also made sure that the cards in the videos were also only 4GB or VRAM.

Video 2 has the intro of the game where in their video I was getting ~30FPS average on lower settings while they're getting well above 60FPS.

So the only thing I could suggest that doesn't cost money. Reinstall the game and fully wipe all residual files. In an extreme case I would recommend reinstalling windows. Making sure all your drivers are up to date and that you don't have any unnecessary applications running in the background. If you're running the game off an HDD try doing a defrag. if you have a SSD available try reinstalling the game on that.
