It doesn't really matter, just user preference as each fan can pull a maximum 0.14A and each header is good up to 1A each, so having both fans connected to one header via a Y-splitter would only draw up to 0.28A. You're still under the maximum the fan header can provide. I think, if you want a cleaner look, connect each fan onto their separate headers (the last one) of one fan on CPU_FAN and the other fan on CPU_OPT so you don't have long CPU cables.
