Audio delay in Windows.

Anyone know how fix audio delay in Windows 10? It's causing noticeable lip-sync problems on videos. The effect seems to be present on multiple audio devices I've tried and many sources, yet not all. 

 

It's maybe 150 to 200ms. Just guessing, I have no way of actually measuring it however.

If you're certain it's not the source itself that has the issue the first thing to do would be to restart the audio service, then make sure all your drivers are good.
Other than that I can't be too sure, I've never had a problem with audio on my system, only time I get latency is over BT on my TWS earphones from my phone but that's expected.

Does restarting the entire computer not restart the audio service? If not how do I do that?

Restarting the computer should restart the audio process,
The more I think about this the more I think it must be a specific software issue with sources if latency is not apparent on all sources.

The sources where I notice it is all Twitch streams, most but not all YouTube videos, also local sources like playing videos in MPC-HC.

Yeah, I'm not too sure then, I can't think of a software issue that affects only some Youtube videos, All twitch streams and local media files...

As a quick and dirty solution, VLC media player for local files allows you to adjust for latency, I know there are similar options available for twitch but not sure about YouTube. 
Unfortunately I really don't know what the solution could be long-term.
