if you mean minecraft and you are building a server intended to fit 100 players, your best bet may be intel because minecraft runs best on single thread performance

This was true until a weekish ago when the AMD 5000 series CPUs launched.. they have better single threaded performance now compared to anything intel offers currently.

If you're building a machine to be exclusively used as a server, you will want to build a server, not a computer. Therefore you can cut Windows out of your budget, along with a GPU. You'll need a decent processor, but for Minecraft, what really matters most is RAM for more players. ESPECIALLY if you plan on running lots of plugins or mods, you will need a certain amount of RAM per player. 

 

Whatever you're building, you will want a good processor. I'm not going to offer an opinion on Intel vs. AMD because I haven't been fortunate enough to try out AMD's new 5000 series CPUs. But if it's just a server, you want ECC RAM.

 

Cooling will also be important.

Easy

with a used video card.

 

However, for 100 users, £700 really isn't gonna cut it. This 5600X with 32GN of ram might serve about 40 users adequately but it's really hard to get appropriate hardware on this sort of budget.
