Computer crashing every 30 minutes or so, dying CPU or RAM?

Recently I've been having a terrible problem where my computer crashes every 30 minutes or so and I can't narrow down the reason. At first I thought it was memory and that's still a possibility but today I noticed this message (in attached picture) before every crash. Sometimes it would blue screen and sometimes it would just lock up completely requiring a press of the reset button to work. The same thing happens with 1 stick of memory installed and memtest86 doesn't seem to return any errors. I even tried reinstalling Windows the other day and it crashed several times during the install process. Any help is appreciated.
