Noisy chirping/crackling computer?

This chirping/crackling noise is constant. Like the computer is constantly thinking. Its quite loud. I've never had a computer do this constantly or be this loud about it. At one point I thought it might be the HDD so I unplugged it and even with just SSDs it still does it. This is all happening even when I'm not doing anything with the computer. Any thoughts?

Sounds like coilwhine from the GPU to me. Not much you can do about that.

I was wondering if that was it. It never did this before switching it to my new build.

Could this have anything to do with my system running slow and hanging up while opening a game launcher and now showing the drive the game is on while looking at the file explorer while the game loads?
