Games, programs or workloads that it will be used for: streaming, fortnite, Roblox, among us, farming simulator, homework, editing videos, YouTube and maybe other stuff  

Other details: I want to stream games at 144 - 160 FPS on decent settings, I still need a monitor and keyboard but the price that I have set will be only for the PC but I am open to raising the budget.

I dont think thats to smart an idea as the client would have to somehow be capable of displaying 144-160fps. You should be streaming at a normal 60 at high refresh rate doesnt benefit people who are just watching a stream.
