GTX 1660s underperforming

I recently got my first gaming pc with a GTX 1660s  graphics card, unfortunately after looking at some videos of it in action i realised its underperforming. I get only about 60fps in Gta V on low settings with 2560x1440. I tried overclocking it in msi afterburner and althought it showed results in benchmarks, the difference was not visible in games

Gtx 1660s

Ryzen 7 2700x

550v ps

16gb of ddr4 ram

I'm not good with this stuff but maybe you have a frame cap?

i checked and in every game and the nvidia control panel i have it uncapped
