Low FPS High Utilization

I have a problem with my laptop. I used to play Valorant and League at 110~ FPS with low settings. Out of no where I turn it on and it was noticeable slow, It would take several seconds to even open Start menu.

I opened the back cover and there was a lot of dust in the fans, i removed it but it was still very slow. I ended up changing the register intelppm and it worked. However the fps in both games is of 30~ now.

I updated the Nvidia drivers but it remains the same. GPU and CPU temperatures seems to be fine.

I suspect that it may be something regarding the power management of the GPU. Please help.
