Hi, how can I use a PC as a Server PC? (10 people will be using it at the same time) Thanks! 

or is it better to build each person a PC? They'll be just browsing the internet, etc.

like a physical server (all users plug their keyboard/mouse to it and do whatever)

Well I don't know any OS that takes 2 multiple inputs but this really old video might help you a little
