Something being against ToS means it will be removed from service. If it also was illegal, Google might tip the authorities about it, depending on how big of offense it was. For basic copyright violations they don't bother.

So the bigger question is, what was in the file?

So basic copyright violation. Against any ToS and subject of removal. If you would do it again, they would lock the account. But since copyright violations aren't criminal offense, but between rights holders and ones doing violations, Google doesn't push the issue. If inquiry would be made by authorities, they would provide logs and accounts of those involved.
