CPU Upgrade Question

I have a classmate that streams and makes YouTube cooking tutorial videos often,he still has an first generation ryzen r7 1700x and x370 in his system, he plans to change out the cpu and board for an 5000 series and a b550 board with his limited budget he can get either a good cpu a cheaper board or a 5600x and a better board. Which is the better choice? 

A. Ryzen r5 5600x and a b550 asus board 

B. Ryzen r7 5800x and a b450 asrock board

(both are m-atx form)

I would go with the better CPU and a B450 board provided he doesn't have an express need for PCIe 4.0 (since it's only officially supported on B550/x570 chipsets). As long as it's not a bottom-tier B450 board and he doesn't intend to overclock it will be just fine.

 

EDIT - Caveat with the 5800x is it does not come with a cooler, so that cost would have to be factored in unless he plans to re-use the one from the 1700x.

We plant reuse the wraith from his 1700x,it should work right?
