Mouse stuttering

Hi so I recently installed a new Motherboard CPU and GPU with the same case and same mouse and I’m experiencing mouse stuttering . I put the latest chipset and graphics drivers from AMD but have no luck. I also set my monitor to 60 Hz refresh and disabled HDCP in Radeon Settings and tried my mice on my laptop and saw no shuttering. I also tried uninstalling and doing some stuff in device manager and installing Razer’s software and disabling hardware acceleration in Chrome and Discord

Motherboard: Gigabyte B450M DS3H v1

CPU: Ryzen 5 3600

GPU: PowerColor RX 550 2 GB

VRAM

RAM: ADATA XPG 2666Mhz DDR4 2x8gb

PSU: 500 Watt EVGA

Case: Rosewill

Mice: Logitech M330

Razer Abyssus V2

Logitech has a rep for doing their own software.  It may not play nice with new drivers.  Standard deal for mice is make sure the sensor and pad are clean, and make sure the mouse driver and software (if any) are correctly installed and up to date. 

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
