Other details: Currently running : i5 6600, Gtx 1650 4gb, 16gb of ram, 600w psu.  Is it worth buying a better gpu or cpu? ( within intel 6k-7k series)

Your system is fully within reccomended specs. What resolution and refresh rate are you trying to play at, what FPS are you getting?

It seems like kind of a wash. I'm not familiar enough with the game to call it.

If you post a HWiNFO sensor log of when you're playing, we can see what the limiting factor is.
