Pc problem PLEASE HELP!!!

Hello i am having this problem which is starting to piss me off now it been happening for months maybe even a year now where my usages on my CPU and CPU are so low i barely get any fps and i dont mean at least 60 its even lower than 60 i have looked everywhere on the internet watch a dozen videos and nothing has done anything i have recently got back into ark again and no matter what settings i have on i get 30-40 fps with 50% GPU usage and 35% CPU usage my CPU is at 50 degrees and my gpu is at 73 degrees i know my gpu maybe a bit too hot but i havent even had it that long just under 2 years now and when i play warzone and even the cold war beta/ any other cods like bo3 my pc trys its hardest and gets alot of fps so why would the heat be a problem if its able to perform how it should be in warzone this only happens in warzone where it is able to try hard and thats it no other game all of my games that are sme what ahrd to run i get 60 and below fps any help would be appreciated thanks!!!

Specs:

Ryzern 1600 (no overclocks)

GTX 1660 super (no overclocks)

16gb ddr4 ram at 3000 mhz

350 watt power supply i know it low but in call of duty games i get alot of fps so why would the low watts affect it if it can perform well in cod games

1.How are you measuring your resource usage? If you are alt-tabbing out of the game to check usage in task manager, it is obviously going to drop.

2. Please get a higher quality power supply.

3. The 1660 isn't a very powerful card, possible that there is a bit of a bottleneck, hence the lower CPU usage.

4. 73C isn't too hot for a Gpu

5. Some punctuation will make your posts more readable, so more people will be willing to help

thanks for the reply yeah not that good at punctuation and im using msi afterburner with river tuner. There is no bottle neck as i have looked online and bitwit made a video on budget builds that are good and said the 1660 super and the ryzern 5 1600 are a good pair. I know the power supply needs to be upgraded but how come in call of duty games such as warzone my usages/fps is fine?
