I am running a an i9 10900k, 64gb of ram and a 3090 but i have a 10600k with a 2080ti and 32gb of ram, can i set the i5 co capture and recorded game play off my i9

Yes here is how it works

 

Main system graphics --> capture card --> monitor through hdmi out 

                                                      v

                            secondary system through pcie --> streaming software

no any capture card that uses pcie: here is a really good one but it is expensive, wait what is you motherboard

no, the second one is a sound card, for better sound and mic quality, buy the first, and there is no lag or delay at all
