Alt tabbing issue

Hello forum members, I seem to be having an issue all of a sudden that has caused me a great deal of inconvenience. This started like 4 or 5 weeks ago. The issue is this: Whenever I open up a new tab in chrome and go to a website or use google search, 3 things happen all at once. My computer will alt-tab to all programs that are open, whether it be discord, steam or some other 3rd thing. If I currently have it open when the problem occurs, my computer will alt-tab to everything that's open. 2nd thing that happens is I lose control of my ability to type anything. I cannot type anything in a search bar, in a chat message or any text field. My keyboard just stops working entirely. 3rd thing that happens is a new browser window pops open with some random minimized website. Weird thing is, once that new random website goes away, I regain my ability to use the keyboard and type stuff. Not sure how the 2 are linked.

Here is what I have tried this far: 

I have tried uninstalling and reinstalling windows, I have tried resetting my PC, I have tried formatting all of my drives and I was advised to try a new keyboard. I can tell it isn't a virus because I ran a virus scan with Malwarebytes and came back clean. Not sure what could be causing this but its getting annoying and I would like to get it fixed!

my guess would be an extension installed on the browser. but since you already formatted it. this will run down to softwares you installed. does the problem occur while on clean OS and only chrome installed?

The typical case of a 2nd keyboard being connected to the PC (bluetooth, wireless dongle still in or such) and laying in a corner with stuff pushing on the keys.

No, I only have one keyboard connected.

I'll have to try this. I've reset my PC again, this time only the OS drive and I've left my other drives unplugged. The only things I've installed are discord and steam and 1 game from my steam library. I've signed in to my google account so that everything is synced. And the issue still occurs. I'll have to take some time tomorrow or the day after to try with just chrome installed and nothing else.

And not logged in since it might be one of the extensions you have and that loads as soon as you log in and it restores your stuff.
