PBO is itself, an overclock. It just doesnt go past the stated max frequency, which in other words means single thread performance is not going to improve but max thread performance will.
So instead of doing 4.3GHz peak and 3.9GHz sustained on a 2700x (just an example for the sustained clocks), PBO can turn it up to 4.3GHz peak and 4.1GHz sustained (depends on level of PBO and temperatures of course).
