So, I started building my third computer and I've been working on computers as a hobby for a few years. I'm a little stumped on what exactly is happening here. 

 

My XFX RX 580 8GB displays a weird rainbows and artifacts in both Bios and Windows. Installing the proper drivers completely solves the issue within Windows completely. I've ran Furmark, and Timespy multiple times and the card appears completely stable and shows no sign of issue. I've installed the card into a few other machines with a few different monitor combinations and works perfectly which makes me think its a issue with the motherboard. For reference the motherboard that is having this happen is a Asrock B550 Phantom Gaming Velocita. 

Thinking it's a motherboard issue I've installed different cards into it and every other card workers perfectly. I've tried different PSU cables, flashing the cards bios, and reinstalling drivers. The card just can't display the Bios properly. What's causing this and anyone got ideas on how to fix this?
