monitor White Dots on monitor

Hey guys, this patch of white dots appeared on my monitor a few months ago and was not much of a bother back then but it kept on spreading out recently. I tried to look for answers on what this was and concluded(then) as hot pixels. I tried numerous solutions on fixing this using jscreenfix and other similar stuff but to no avail.

What I need to know is:

1. What really this is.

2. Can this be fixed? (And how)

3. And how to prevent this from happening again.

Btw its a pretty old monitor that has been repaired in the past by replacing the inverter or whatever thats called.
