Recommended video card

Hey, Hello, Hi, Would you please tell me what video card do you recommend for csgo to run 100-200 fps?  cause i am lagging like

i have 900 ping on server.

I myself have an AMD Radeon 5450 and one that i updated to ASUS EAH5450.

 

Any chance for anyone to upgrade this video card? to run well?

A new gpu won't help this

fps and ping are unrelated.
